13. A student shall be promoted from elementary to secondary school after 6 years of elementary school studies; a student may however be promoted after 5 years of studies if he or she has achieved the objectives of the programs of studies at the elementary level and has acquired sufficient emotional and social maturity.
It is up to the school service centre responsible for the elementary education of the student to determine whether or not that student satisfies the requirements of the elementary level.
